19,000 Signatures and Counting: Will Wearable Cameras Transform Care?

A recent petition calling for mandatory wearable cameras for care staff in residential schools and care homes has garnered significant public support, surpassing 19,000 signatures. This milestone compels a government response, underscoring the public’s demand for enhanced safety and transparency in care settings. The petition was initiated by Leanne Batey, whose son, living with Autism and severe learning difficulties, reported experiencing physical abuse at his residential school. Ms. Batey emphasised the transformative potential of wearable cameras, stating:

“The use of wearable cameras by professionals in residential care environments has proven to improve transparency, promote safety, and prevent potential incidents of abuse. Studies on body-worn cameras in policing demonstrate their ability to discourage misconduct and increase accountability. Similarly, in care environments, these tools could provide much-needed concrete evidence during investigations and reduce reliance on conflicting testimonies.”

She continued by advocating for a system where discreet cameras would be worn by all carers. Recorded footage would be securely stored and only accessible to senior authorities—such as the police or designated leads within care facilities—should concerns arise or for routine oversight. To address privacy concerns, guardians would be informed of such measures, and footage would be periodically deleted.

Supporting Safety and Accountability

Care Campaign for the Vulnerable (CCFTV) has long championed the need for increased oversight in care settings. A 2018 petition advocating for safety monitoring systems in care homes brought national attention to these concerns, even sparking parliamentary discussions. While progress has been made, this latest petition highlights the persistent need for further reforms to protect both vulnerable residents and care staff.
